This was caused by a change in firewall settings format. dom0# cd /var/lib/qubes/appvms/ dom0# cp problemvm/firewall.xml problemvm/firewall-orig.xml dom0# cp goodvm/firewall.xml problemvm/firewall.xml Now restart the host machine. This should fix the problem. You can then manually replace the firewall rules.
