If you have some sort of untrapped error -- a syntax error, an integrity contstraint violation, that sort of thing -- the transaction is rolled back and Postgres will ignore further until you end the transaction. ROLLBACK will succeed, COMMIT will throw another error, but either will make the connection resume processing.
