What a pain in the ass, thanks DULL.

Tried:
racadm config -g cfgRacVirtual -o cfgVirMediaKeyEnable 0
and
racadm racreset

None worked, eventually had to download the hard drive (non-windows) package and upload firmware image via DRAC remote interface (remote access \ DRAC Update), after successful upload then had to go into OMSA (system \ main system chassis \remote access \ properties \ information \reset to defaults and factory reset the interface and then reconfigure. Removes all usernames and passwords as well when resting.

Seems like problem in windows update package.

Turn off Virtual Flash to perform the update:

You can then turn it back on.
Cheers!
