I wish I knew what that is, too.
I got it by mkntfs'ing one of my NTFS partitions, that I use in both Windows and Linux. 
# mkntfs --debug -c 16384 -L setyrfavlabelhere /dev/sdc5

You can do that without console with gparted, but unfortunately, both the cluster size and the non-quick format are not available. Everything on fscking standards. Typical if you cling to GUI frontends; something is always missing!
