Solution is re-encode or re-download. File was encoded incorrectly or corrupted during download. Encountered issue when using ffmpeg to convert avi to mp4 (H264/AAC). Resulting would not play in vlc or mplayer. Encode must have been interrupted because next file, encoded w/ same settings, played w/o issues. Internet search revealed others had issue w/ downloaded files. Re-downloading new file resolved their issues.
